The four smaller crosses are often referred to the four directions the Gospel was spread on a map from Jerusalem. It is a visualization of the Gospel being spread to the four corners of the Earth.
Five Wounds of Christ
There are historians who argue that the five crosses of the Jerusalem cross represent the five wounds Christ endured on the Cross. They say the four small crosses are the wounds on His hands and His feet while the big cross is the wound from the piercing of His heart.
The Old and New Testaments
Some historians speculate that the four smaller crosses represent the Tau crosses of the Old Testament and the Greek crosses of the New Testament. The Tau cross is the cross of Saint Francis of Assisi. It is thought to be the symbol Ezekiel marked those with who were chosen by God (Ez 9:4).
